Roger Bagbey, President and CEO
Roger Bagbey has over 30 years of experience in systems engineering and management on programs for U.S. Navy ships and submarines, as well as other marine systems. As both a U.S. Government program manager and an industry executive, he has led a number of major programs involving electro-mechanical systems designed to operate in severe marine environments. The founder and President of Cardinal Engineering, Mr. Bagbey oversees engineering management and design projects, working with the Department of the Navy, the Department of Energy, and national laboratories, as well as numerous prime contractors to the Government. He holds a Bachelor of Science degree in Civil Engineering from Iowa State University.
John McCullough, COO
John McCullough has over 30 years of experience in program management and systems engineering on U. S. Navy ships and ship systems, with a depth of expertise in submarines and the undersea warfare domain. In prior corporate management positions, Mr. McCullough executed operations and business management responsibility for an organizational unit with greater than $200M of annual revenue from DOD, DHS, and DOT federal agency programs. He also has experience with research and development projects delivering technology solutions for Navy programs and was a Submarine Line Officer in the U.S. Navy with Nuclear Engineering qualifications. As the Chief Operations Officer for Cardinal Engineering, Mr. McCullough oversees delivery of engineering and technical services to federal agency customers and commercial shipbuilders. He holds a Bachelor of Science degree in Chemistry from the College of William and Mary, a Master of Science degree in Chemical Engineering from the University of Virginia and a Master of Science degree in Electrical and Computer Engineering from George Mason University.
John Hering, Manager, Applied Physics Group
Applied Physics Group Manager John Hering has over 25 years of experience leading engineering and technology projects in the Navy Ship and Submarine Design industry. Mr. Hering specializes in ship structures, shock qualification and design, finite element analysis, and structural composite technologies. Having supported multiple Navy projects in roles varying from analyst, to design engineer, to Program Manager, Mr. Hering offers a broad knowledge and understanding of all facets of the engineering design cycle. As a Principal Engineer at Cardinal Engineering, Mr. Hering supports and manages engineering design projects for the Department of the Navy and various Industry partners. He holds a Bachelor of Science degree in Mechanical Engineering from the University of Virginia.
Brian Lounsberry, Manager, Power and Energy Group
Brian Lounsberry, Manager of the Power & Energy Group, has over 15 years of experience in the areas of Marine Engineering, Renewable Energy, and Research, Development, Test & Evaluation. He has extensive hull, mechanical and electrical systems engineering experience supporting the U.S. Navy on various ship trade studies and concept designs. As a Senior Engineer at Cardinal Engineering, Mr. Lounsberry manages and supports projects in the energy sector – primarily focused on ocean energy and shipboard electrical power. He is a Project Management Professional (PMP) and holds a Master of Science degree in Engineering Management from George Washington University and a Bachelor of Science degree in Mechanical Engineering from Bucknell University.
